Not sure you're first point for cons is right. IW have stated that without dedicated servers there will be no kicking. I agree non-dedicated allows for better control, but you're also only reliant on the cheating SW then. And as we know plenty of cheating/exploits goes on despite the anti-cheat SW. With dedicated servers, you can have admins on who can literally kick and ban right there and there - therefore I'd argue that a dedicated servers with online admins playing is the best environment for stopping cheating.
Try to be reasonable... its easier than you think...
