the whole point with BC is that ps2 is the best console of all time...
why should you get it for free simply by buying a ps3, when you can simply buy a ps2 slim for less than 80$ now?
The point is that the ps2 will continue to sell, and it sells quite a bit every month. If ps2 BC were on the ps3, Sony would be in dire straits financially. They would have to bend over backwards to give customers for free, something which should be 80$.
Sure 360 has BC, but does 360 have ps2 BC? Actually it probably does, if you hacked your console.
