As a publisher you take the chance on the games you release. Sony doesn't create every new IP in house either. They happen to retain the majority of them based on deals they make with the developer, but I doubt they created the IPs prior to the creation of the games.

Fair enough though MS publishing these has more to do with having exclusivity then taking chances.

Acquiring exclusivity of a game so one can publish it is another form of taking a chance on it. In fact, by putting the extra money into exclusivity of a new IP you don't even own and then publishing it, like MS has done with Gears and Mass Effect, is taking the biggest chance of them all.
