No, for this type of development environment.... they are just making it so people who DO try it out dont instantly get discouraged/complain about how slow it runs.
I am rather suprised they completely opened up the engine to making free stand-alone mods though. Leaves me to wonder if this should be taken as a measure of success, and an effort to ensure new generations of aspiring devs learn on their tools to make all their licensees who will be hiring them someday happy, or an act of desperation to attract new talent to the platform.
Either way, Unreal is a wonderfull engine - quite simply the best , most documented and complete engine for do homebrew games and mods. Yes, the engine is not flawless but its still damn good all thinsg considered.
Personally, you will find me on DA:O toolset though once its available. Though DA:O of course will be limited to modding for people who own DA:O and not totally open like Unreal.
