Isn't it basically the same concept though? Government pays out cash to people who can't afford anything...for a good cause?

You don't actually get money, but a card so you can buy food to eat. Welfare actually helps with you housing, foods stamps, medical and child care. But it is one of the hardest thing to qualify for even when you don't make much.
