If you're running 30FPS and drop to about 27, you won't notice the change. You'll only really notice the change once you get to 26 and that's still not bad.
If you're running at 60FPS, you can dip down to about 54FPS before you start noticing the change. That means if your FPS is fluctuating between 60, 50, 60, 40, 45, 60, 45, ect, and is just generally all over the place, it will look terrible even though you have an excellent frame rate the entire time.
That's why it's much better to just lock it at something like 30 or whatever it can consistently keep rather than let it jump all over the place.
