If your post is accurate, they count both, separately. Notice the "w/" (with) vs. "w/o" (without).

 

 

 You're right, I just copy pasted it. That means that the PS2 was undertracked and the Xbox360 was overtracked. So it was PS2>Xbox360>Wii after all (according to NPD)
