There are agreements on when the the US will withdraw a large proportion of their army but not completely (which is what the majority of the Iraqi and American people want and if democracy mattered it would've happened years ago). There is an agreement on when they'll leave US. They signed the agreement right before the US elections took place. The troops are all supposed to be out by 2012.
