It's not like you'd have to convince EVERYBODY.   I mean what percentage of our budget does the IRS take?  Clearly those groups are so marginalized it wouldn't matter.

It's the same thing with your DoD comment.

If it really gets to the point of where you can't convince a sufficent number of people that a deparment isn't worth saving... it probably isn't.

The only real difference is that i'd make each "tax vote" proportional rather then just be what you paid in taxes.  Reasons being obvious.
