No, you'd move to a system with a more streamlined more simple tax collection agency that requires little tax collection enforcement to the point of where it was part of another government. You'd simplfy the tax code to where it doesn't take that many people to enforce taxation and isn't worth being it's own department.
The real problem wouldn't be this so much as finding a ballot big enough...
