Not completely so.  If taxes worked like that you couldn't deficit spend anymore.

Also, if stuff like the IRS got no funding... wouldn't that mean the IRS shouldn't exist?  Without funding for the IRS the government sure would have to change the current insane tax laws to something more simple... that's for sure.

OK, so what if a whole lot of people decided that the only part of government they approved of was the Department of the Interior?  They are pacifists (no DoD), homeschoolers (no DoE), etc.  [edit: maybe a bad example since several people think the DoE should really be gone, but you get my idea.]

And if the IRS didn't exist there would be epic tax fraud; I hate when people say "if we did __ we wouldn't need the IRS" because it's not true.  Unless "__" is making the tax system into voluntary donations. 

Exactly.  It's why tax law would have to change FAST... because the IRS wouldn't be able to be funded.  You would need to make it a smaller more efficent system that was tied to some other form of govrnment.

Also, i don't really see your argument here.

If the majority of the people in the country are pacifists and don't support the DoD we shouldn't have a DoD.

If the majority of people in the country don't support the DoE we shouldn't have that either.

I imagine the government would have plenty of "run-off surplus" to keep on lifesupport things they think are vital but have to make a case to the american people that we need.
