You can vote on the items in the WA without being the delegate. Your vote just doesn't count for as much from what I can tell.
My platform is that I control both the richest and poorest nations in VGChartz. One of them is over run by zerglings, and extremely fanatical. Also, I intend to endorse people absolutely randomly in an attempt to subvert this democracy unless it feeds me meaningless power. A bit childish perhaps, but I am honest about it.
