I got the same thing somehow. I am not certain how they define capitalist paradise. Apparently pushing social reform and welfar does not hinder this form of government.

That's largely what I'm trying to do, balance a strong economy with protecting the poor and maintaing high social and political freedoms. I suppose not having to worry about military spending in this game makes it easier to support social welfare whilst still having an open and free economy.
