If something is easier to develop for then the ability to use all the resources available to you to make a game look good will be there. If something is complex, it will take more time and more resources.
Countless 3rd developers have said that the x360 is the lead console. Sony first parties show with time they make the best looking games available, MS and their first parties do the same. Hardware superiority has nothing to do with it.
