Even in most developed countries, telcos won't invest to bring their fastest lines to low population density areas. Here in Italy, for example, we have from 6 to 20Mbps lines in towns, but if you live in the country or small villages or in neglected suburbs, you can define yourself lucky if you get anti-digital divide 512 to 640kbps lines. In these areas people get new lines only when the older ones rot so much that repairs become uneconomical.
