I had that issue as well. I chose to tax the imports. It seems natural to prioritize your own citizens over those of another nation. They might starve to death in Butswania, but I Gnizmondia will be taken care of.

Unless said other nations raise the import taxes back against you and the entire thing causes a trade cascade that sends the entire economy into a tailspin.

Though then again this doesn't seem THAT indepth.
