No, "User Generated Content" is about you making the content.
The kind of content you're talking about though (Half-life mods) Isn't really the same. People are buying Half-life not the "Half-life: DIY Game Creator".
Nobody wants to pay for a game that's just a shell for other people creations to be put in. People would much rather pay for those creations instead. (If they are original & good, which is rarely the case with UGC)
