Wikipedia lists 33 games that use the Balance Board, either currently released or announced.  So that's 33 games in just under 2 years.  The guitar controllers have been around for just under 4 years, and I can think of 10 main Guitar Hero games (1, 2, 3, 4, 5, 80s, Smash Hits, Aerosmith, Metallica, Van Halen), and 4 Rock Band games (1, 2, Beatles, LEGO), not counting the handheld versions for either.  Unless I'm forgetting a bunch of games, I don't think Rock Band has 20 or more track packs, so I think the Balance Board is the winner here, so far.

Ok, but there are other factors in play. The guitars span four different consoles and every other peripheral on the list is single console. So while the balance board may be a bit more important on the Wii, it has absolutely no bearing on PS2, 360 or PS3 gaming. Secondly, the guitar controller is pretty much mandatory in the games it's featured in, and every other peripheral so far is mainly used in a smaller, optional role. So while the Balance Board may have the guitar in sheer numbers, the functionality of the guitar is more important to the games it's featured in than any of the other peripherals are so far. How many of the 33 balance board games require or heavily depend on the balance board to operate?
