This is not true, mods increase the sales appeal of PC games AND will definitely help the sales of future expansion packs. Mods helps BOTH Game sales and Expansion sales.
However, mods hurt DLC because DLC are basically priced mods. DLC is priced, yet it is crap compared to many free mods out there.
