This is all about money.
There are so many people out there with illegal copies its shameful. If IW makes everyone play on their servers they will run checks and make sure that your running a legit copy. Not to mention if you get caught cheating you can't just go to one of the 8888003030303 other servers out there and terrorize those people. So if you get caught you buy another copy of the game if you want to come back. Either way you pay them their fair share.
Does this suck for the ones of us who enjoy having their own server or who like to play custom maps? Damnd strait it does. But you don't have to put all of the blame toward IW or activision. If I made the game I would be wanting to make life on cheaters and pirates hard as well (just to make that extra buck).
