WaW and MW are clearly two different games, but if you like to look at things the other way we can see that MW2 will outsell MW and WaW.

My point is that a sequel to a successful game doesn't guarantee that it will outsell its predessor.  You'll find examples of both sides where a sequel outsells its predessor or a sequel selling less than its predessor.  It's not a cause and effect relationship.  In the end it's still dependant on the quality of the game.

Second, sometimes the bar is set so high that the sequel would almost have to be revolutionary to outsell the original.  A bigger install base does not automatically equal higher sales.  FFVII was the first FF out on the PS1.  In most circles it is considered the best FF game ever.  FFVIII and FFIX both were released afterwards to larger install base, yet sold less than FFVII.  While both were still very good games, there weren't quite as revolutionary as FFVII was, so as a result they didn't pull in as many gamers who were on the fence.  Not saying that Halo: Reach can't be a revolutionary game, but the fact is that it's still in development and so nobody knows what the quality of the end product will be.  And to speculate that it will sell more than Halo 3 simply because of a larger install base at the time of release is a bit presumptuous IMO.
