Most of the times the issue is indeed lazy translation. Just look at E3 09, the case with the notepad translator :P
I think most things that are translated should be always taken with a grain of salt. That's why I don't disregard the fact that GT5 may have been in development longer than E3 08, which is normal, but also, i don't think that they could afford to be developing this game for over 5 years. Probably Kaz didn't knew how to put it in better words.
