My answer is your 20. They have no obligation to take care of you, and they have no authority to remove your keys from you.
So you have a simple choice. Take your keys and take care of yourself, or live off the kindness of others, and deal with there rules.
Oh, and the drunk driving thing. I think driving drunk is stupid, but I think what's drunk, and what the law says is drunk are not remotely the same thing.
