Sequels just generally don't do as well for big franchises, unless an increase in quality is there, and Halo 3 set the bar too high in my opinion.

Gran Turismo 3 outsold Gran Turismo 4

Metal Gear Solid 2 outsold Metal Gear Solid 3

Final Fantasy X outsold Final Fantasy XII

 

Halo 3 is around 10.30 million and still rising, who knows how high it will end up, but I don't think it will be reached (harrrrrrrrrr).

halo 3 > halo2 > halo CE

and there are plenty of other instances of  the same.  COD springs to mind.

 

I'll throw in Uncharted 2>Uncharted, though it hasn't happened yet it dang well better.

Halo 3 could be the franchise's peak game. But ODST sales seem to indicate there is still a healthy appetite for Halo. Xbox 360 isn't a one trick pony though, so I think there is probably greater diversity among 360 owners. Meaning a bigger install base won't necessarily = significantly higher Reach sales. If there is something fresh to the game other than improved graphics then who knows what might be achieved? Still 15 million seems like an ambitious target.

 

It is ambitious, but if X360 will be able to sell 55-60m consoles till the end of 2012 it makes it possible + it is "hard" to find, a person who didn't play Halo 3 on his/her console, and it still sells well despite that it's old and not that pretty. The advantages of Reach are mainly: it will start at high userbase, with new engine and probably with the most epic history in the series.
