Sequels just generally don't do as well for big franchises, unless an increase in quality is there, and Halo 3 set the bar too high in my opinion.

Gran Turismo 3 outsold Gran Turismo 4

Metal Gear Solid 2 outsold Metal Gear Solid 3

Final Fantasy X outsold Final Fantasy XII

 

Halo 3 is around 10.30 million and still rising, who knows how high it will end up, but I don't think it will be reached (harrrrrrrrrr).

True, but I think it has to do with when a series really hits it stride. I think Halo CE surprised many people, and built off word of mouth and amazing reviews. By the time Halo 2 was releasing there was major hype and the everybody knew the series, and it capitalized off that. Halo 3 was the first next-gen Halo following up on the most popular games of the last-gen, the amount of hype it had was enormous. I'm not sure if Halo 3 ---> Halo Reach will be anywhere near the changes from Halo ---> Halo 2, not just in gameplay but in public awareness.

Call of Duty is a bit similar. The series was always popular, but the great reviews and awesome gameplay of the 4th drove it into success it had never experienced before. MW2 is the true sequel, and I see it has the "Halo 2" of last gen saleswise, the new level awareness and hype should push it passed the sales of the first game.
