That's not just Califonia.  40 states run on self decleration.  7 More conditionally allow it.

Self Decleration of citizenship for Medicare is the rule more then the exception.  Workers can challenge it if they feel the declaration is suspicious.  Though many don't for a number of reasons... I mean it's a bunch of work to possibly be called a racist.
