Is anybody really complaining that Vegeta and Broly can go SS3 in this game? SERIOUSLY? You are not a real DBZ fan if you don't want characters to transform.
Heck, Yamcha is not a Saiyan but I would go nuts if he had a Super Saiyan form in a DBZ game. Krillin and Tien too.
Side-note: I think it is pretty messed up that despite selling 815,000 copies and outselling the most recent PS3/360 DBZ games, DBZ:Budokai Tenkaichi 3 on the Wii will not see the sequel. DBZ:BT3 came out in 2007 and the Wii hasn't seen another DBZ fighting game since, but rather, spin-offs that stunk.
