If by "technically" you mean graphically, then you've never played ME for PC. If you mean in your opinion, then your opinion isn't technical.

Demons Soul's is an absolutely breathtaking game, and definitely a better game than Dragon Age: Origins will be, at least looking at the current available material for DA:O.

Dude its Bioware. They don't know how to make a bad game, they are the best RPG devs out there. If Dragon Age is anything as epic as ME than its gonna easily be RPG of the year.
As for the topic. I think both games are gonna be simply amazing, and you should get both.

They are different kinds of games. For party based RPGs, yeah, Bioware is superior. For single character "Oblivion" style RPGs, there really isnt anything that beats demon soul's.

Fallout 3
Oblivion
Risen
But still, Demons Soul's is at least at the same level of quality that mass effect is.
