Magic is specially game-breaking in Fable 2. Unlimited use since it lacks mana (the genre-convention for limiting the use of it) and it always lands for full effect (it lacks saves/resist throws/inmunities*). Giving the player unlimited and unrestrained use of 100% effective crowd-control tools is a recipe for disaster.

*sure the undead suffer bigger damage from fire but it doesn't matter at all - since you aren't bound by mana, efficiency is irrelevant.
