It's called 'Sticky Grass', they do it to stop people cheating by cutting corners. It is annoying though when you do run a little bit wide and the sticky grass ruins your entire race, when in real life it would only cost you half a second.
If you run wide into turn 1 at silverstone you get the opposite: Gripless tarmac. It's like driving on ice.
