Neither. It is a Japanese developed Role Playing Game with Action-Adventure aspects. It has the linearity of Jrpg, and the Customization of a WRPG. There is only two answers to this question imo. Either there is an RPG genre, but it doesn't represent actual Role Playing Games, or there isn't an RPG genre in Video Games and they are of various genres either mixed together, a specific genre, or are labeled as such to target a much broader audience. I believe in the latter and that is why I say there is no such thing as an RPG in video games. Either way, you can't label it as a JRPG nor can you label it as a WRPG. This is unless you label them by region. Then it is a Japanese RPG because of the company that produced it.
Edit: That sounded confusing. Basically the people who make the game label it as an RPG to target a specific audience. In reality, it is no different from an Action-Adventure.
