Here's how I deal with exams. I study my ass off all semester, study even more up until exam day... then the night before, I take a break. I don't think about the exam, I have a little fun (usually play games, but when I was single, woohoo!) and then go to bed early. The day before the exam, I usually study off of a one sheet just to run through main points or some troubling bits...
If you're waiting till the last minute, well, then I can't help you.
I would cite regulation, but I know you will simply ignore it.
