Why Louisiana?
It probably is coming... since why wouldn't it be....
However i feel the need to note that anyone can put up just about anything they want on a Billboard.
There was this one guy who had a billboard who basically just used it to piss people off every day. Right wing, Left wing... he seemed to have no political ideology except to piss all peoples of political ideology off.
