Because people perfer "ratioism" because it's a hell of a lot simpler then going through every single social factor.
Anyway... OT. Yeah you could leagally put Hispanic.
If you feel bad about it though... don't do it. A clear consious is worth more then a few extra points on the SAT. It's pretty easy anyway.
It's funny just fairly recently i found out that my last name is actually from an ethnic minority. Though one of people who are still white... but from the middle east.
So i'd have no clue what someone from my "ethnic group" would put.
