It's the internet... within the Internets exists an internet hate machine... and from this hate machine comes the people that down other peoples favourite games.
Also, if I hate FPS game my opinion of an FPS could be really low which could make me downrate a game. I think it's a person's ego to make them down score a game instead of considering the fact that since they don't like that genre they really shouldn't rate that game because it defeats the purpose of rating the game or
There's two sides to this problem... as someone who's going to college you can appreciate the bell curve. Now consider that this curve applies to peoples gaming preferences. It doesn't matter if someone hates a game... if the game is good the average will be higher in general. Now the person who really loves the game is most likely in the same percentile as the person that hates it. Not everyone has to love the game and it's also okay for some people to hate the game.
