I'd admit that their language towards the game is somewhat misleading but there are more pressing issues than a 9.3 out of ten. I never played GTA IV long enough to comment fully but from what I remember from their review, the game revolutionized the sandbox genre in severals ways. Uncharted 2 is Uncharted 1 with some elements borrowed from Call of Duty and Gears of War. Also there's a higher standard in 2009 than 2008.

yes the standards I understand, but GTA IV didn't revolutionize the sandbox genre.. to do that you usually have to bring something that nobody has ever done, and it takes off.. maybe the cell phone..
