Technically it is, but that is not what you are arguing here. A PC is a console, not a video game console but it is a console.

A console is a term meaning to control, and in the terms for computer control or monitoring unit of the computer.

A PC is not described as a processor. A processor, is a processor(DUHHHHHHHHHH). A PC is shorthand for personal computer. Computer by definition is a processor, since it computes data. However a Personal Computer needs to be a console, to control it. Else you wouldn't be able to input data.

Also what you need to know is this simple logic.

"All Catholics are christian, but not all Christians are Catholic."

Once you understand that you'll understand this logic.

"All Video Game Consoles are Consoles, but not all Consoles are Video Game Consoles."
and
"All Video Game Consoles are PCs, but not all PCs are Video Game Consoles."

If you have a personal computer, it's a PC, no matter the format it's in. A PS3, 360, nes, wii, etc and for most all share the needs to be classified a PC. The reason they are not called PCs, even though they can be, is because they are dedicated for Video Games. So we Gave them the name basically, video game console, or control of video games.
