Yes, but giving a game a 3 is just ridiculous. Very few games reach that level of suckiness, and CoD4 is not one of them. Really, it's not even subjective. I mean, give it a 7 or 8, even a 6, but 3 implies that it is so horrendous as to be unplayable.

EDIT: Maybe he's a Wii fanboy! But it's releasing on Wii as well so does that work?

 

That is correct. It is so horrendous that it is unplayable. To me it is worse than your average FPS. And I do not own a Wii. BTW, Quantum of Solace, a COD derivative, was much better than COD4. It fixed all of the problems I cited with COD 4.
