I wonder if they couldn't have split it GT2 style?
Anyway, what they've done is no biggie, certainly not game breaking imo
It's still the same racing game awesomeness, just that the ones who are able to install the full thing can have a bit more game for their investment until the others catch up
I don't see the problem with this, really.
