Well, as a Pro user I won't have any sort of problem with it and i'm getting the game day one, but if I was an arcade owner, as a racing enthusiast, i would be really saddened by the fact that i couldn't drive on the Nurburgring, it's the most legendary track on par with Le Sarthe track, and to dispel something that was wrongly said in here, the nurb is still one of the most used tracks in the world, since most if not all the most important car brands use it as a test track and DTM, European GT championships and other competitions use it as well.

Don't get me wrong, I think it was a smart move by turn 10 and microsoft, in the business sense, but I have some personal friends, who are as well racing enthusiasts, in collegue who are Arcade users and were eager to get the game, and now we'll just play at my house because they can't afford to upgrade their system and don't want to pay full for half a game, and I think that some arcade users will feel the same.

I know that you can get a cheap HDD in e-Bay, but most people think that they shouldn't have to pay extra from what they have already payed for the console and they are entitled to those complaints.
