"A good part of the user base"? You don't really believe that do you? Also, We already clarified that..
A. you can load portions of the disc onto your system memory, or a memory card
B. A used 20GB HD is around $20.00 and if it is really that important to play what is on the second disc, I suspect most people will spring for the used HD.
Lastly, you do not need an internet connection for the second disc, what you are suggesting is akin to saying people without an internet connection are screwed by game devs because they cannot download DLC.
