There's no single answer to that question, nor do I know the various companies that made or assisted in various PC and console softwares/firmwares. I assume by that you mean operating systems though. It's irrelevant to the point I'm making though, but if you'd like to enlighten me to why it matters in the context of my post, I'm all ears.
