Most big games on PS3 are sub-HD/720p
No, I know of no first party PS3 game which renders below 720p.
Porting issues and issues with regard to obsolete legacy game engines were expected years before the PS3 launched.
Halo 3 is IMO an eyeopener, its low rendering resolution and lack of AA (advertised as penalty free by Microsoft in the past) shows the console's sweetspot is actually below HD (implementing good HDR combined with AA). Bungie isn't incompetent, nor do they lack resources, nor did they have to deal with porting issues.
Also going 1080p only really makes sense if the assets are of good enough quality. Uncharted 2 shows the PS3 can stream a huge amount of high quality textures without pop-in issues, probably they can take this even further with Uncharted 3 amongst other optimisations they highlighted.
A few years ago I talked about the Cell's good potential of handling procedural synthesized textures, therefore I have been following WarDevil's progress for quite some time.
