Pretty much. Found it interesting really.
How can you decide this after the qualifers already got on the way?
I'd be quite angry if i came from a smaller nation. Reminds me of the US' widely criticized BCS.
Although i don't know why they call it "undemocratic" since an open draw wouldn't be anymore democratic. It would just be random.
