It looks like gamesTM is just a harsh reviewer. On average, they rate games 11% lower than the average score. Based on their GameRankings stats, they do seem to be slightly harsher on the PS3 but not really any more than the platform bias seen on several more popular reviewers.
They also gave Super Mario Galaxy a 9, its lowest score so far. I think it's safe to say that this magazine brings down the average on most games. It's just one reviewer of many though.
