I would much rather trust the french websites since one was an ex-pro racer and a very good friend of Yamauchi. On top of that have a look at the IGN video and Yamauchi starts laughing when asked about weather and head tracking.
Just yesterday Meristation said they saw a trailer showing night gameplay in a trailer so rain and night gameplay are in however not much is know besides that.
