It's the lack of worry about ratings which make BBC shows better. I'm sorry, but CH4 just imports 90% of its content from the states, and ITV produces pure drivel. Because the BBC doesn't need to worry about catering for "the great unwashed" they can experiment with different types of programming, deliver real news (though ITN also does a brilliant job of this), and give greater budgets to period dramas, etc, which probably wouldn't see the light of day on a privately run channel.
