Of course, public opinion, ratings and popularity are the only arbiters of quality.
BBC makes some excellent programmes as well as a lot of dross. However, there public funding ensures a vast variety of choice for people that like experiments and niche programming. Many shows would not even be made by a risk averse corporate system.
The BBC has a tendency to lean towards support of the government when it comes to foreign affairs. It is biased, but remains fairly central in its political leanings. It lives within the boundaries of popular dissent rather than dwell within the more interesting discourse of Chomsky.
