Can Uncharted 2 have the same effect on PS3 as FFVII had on PSX?

Pretty much yes. I think people are underestimating Uncharted 2 because the first game didn't do as expected, or better said, it didn't do so well when it was released.

Uncharted 2: Among Thieves has a thing that hardly any games have, it has this wow factor which can bring people's attentions to it by just watching the game for 5 minutes, and I believe that would help the game exceptionally in the coming months after its release. Modern Warfare was the first game to have this amazing wow factor which I think was one of the main reasons for its popularity compared to the previous CoD games.
