Normally, your equation should look like this:
y = mx + b
Since it's parallel, you keep the same m and just replace the b with the value you just calculated (it should be 7). If it were to cut in 90 degree with the first equation, you would have to have m= -1/5 if I recall correctly and work to find b with that same m value... but you're probably not there yet.
